1. Cria um layer em branco
2. Vai a Filter>Sketch> Halftone Pattern. Muda o Size para 11 e o Contrast para 50 e o Pattern Type para line.
3. Vai a Image> Rotate Canvas> 90 CW.
4. Vai a filter > distort> polar coordinates. Rectangular to Polar.
5. Se quiseres podes apagar as margens com a ferramenta lasso tool com feather em 20 px.

Prepare your base as you normally would
1. Layers > New Adjuestment Layer > Curves
RGB: Input: 100
Output: 170
2. Layers > New Adjustment Layer > Hue/Saturation
Saturation: +25 (Depends on your image. Please increase the saturation responsibly. I don't want you to end up with a grainy image)
3. Layers > New Adjustment Layer > Curves
RGB: Input: 115
Output: 135
And you're done! Other examples:
Have an image you like but isn't really dark enough and it ends up looking really light? There's a simple trick to that. Just duplicate your image and set it to multiply. Then adjust the fill responsibly until you get the outcome you want.

Output: 135 (Make this value lower if your image turned out too bright)
2) Layers > New Adjustment Layer > Selective Color
Reds: Cyan: -100
Yellow: +100

Neutrals: Cyan: +20
3) Layers > New Adjustment Layer > Curves
Red/Green: Input: 100

Saturation: +15 (Depends on your image. Please increase the saturation responsibly. You don't want to end up with a grainy image)
And voila! Just tweak the Curves and the Selective Coloring until you're satisfied with what you've come up with. You can always add a Brightness/Contrast to give it a little bit of sprucing up.
