1. Open your image you can find mine here. Crop to 641x347 pixles.
2. Duplicate your base 2xs. Set the first copy to screen and the second to softlight.
3. Merge all layers.
4. For the coloring I used this tutorial.
5. Now Merge all your layers and Duplicate your image.
6. Go to Filter - Blur - Radial Blur with these settings:
Amount- 19
Spin

7. Erase your subject, in this case that's Harry Ron and Hermione.
8. Create a new layer and flood fill with black. Using a soft round brush erase the middle section of your image leaving a border on the top and bottom.
9. Merge all layers and your done!
